 Tribal 8(a) Sole source awards can be of any size for it is exempt from the $4M ceiling for civil agencies. Civilian agencies can sole source an award for up to $30M, while Defense can sole source an award for up to $100M. There is no requirement that a procurement must compete whenever possible before it can be accepted on a sole-source basis for a Tribally owned concern.

Agency contracting goals instruct certain federal agencies in how much of their contracting dollars should be awarded to small businesses. Agencies submit their proposed goals to the SBA annually.
